Watch Dog Lab

Problem Statement: Transparency and community participation were topics of highest interest for both voters and political candidates in the 2007 local elections. CPD made this observation while implementing an election monitoring project, revealing that the way public funds were spent by Local Authorities was a top-rated issue for voters. Despite promises for more transparency, most of candidates could not give a clear vision of ensuring budgetary process transparency in their community.

More than 3 years after local elections, the situation regarding transparency and citizen participation did not improve. Both Local Public Administrations and citizens could not get from wishing more transparency to actually achieving it. Despite major improvement in national legislation with regards to LPA, local authorities do not have specific transparency procedures and citizens are not vigilant enough to systematically require the administration they voted to account for an increased level of transparency and open decision making process.

In 2008, CPD started a pilot project of local civic initiative and worked closely with a community group from Causeni. The group (now called the Causeni Civic Group) became very active in addressing the issues of transparency and citizen participations. The Civic Group monitored the level of transparency of Local Administration, drafted specific proposals for internal regulations aiming at improving the transparency level and presented them to the local council for approval. Additionally, the Civic Group organized a Transparency Week, when citizens were informed about their transparency rights. As a result of Civic Group's lobbying efforts, local authorities started to publish more data on the budget and upcoming decisions (www.monitorul.md ).

However there is still a long way to go as this experience revealed the importance of developing grass roots watch dog capacities in order to promote long term transparency and openness within local authorities.

Goal and objectives:

The GOAL of the project is to strengthen good governance within 10 communities of Moldova through developing grass root watch dog capacities of Moldovan NGOs.

OBJECTIVE 1:

At the end of the 12 month project, to develop knowledge and expertise of the members of 10 NGOs to successfully undertake a community watches dog initiative.

OBJECTIVE 2:

To consolidate at least two organizational areas (Good Governance, Implementation and Management Practices, Human Resource Management, Financial Management and Sustainability, Constituency Centered Programs and Projects, Networking and Advocacy and Media and Promotion) of 10 NGOs.

 

Outcomes: Project sustainability is at the core of the project success. Sustainability will be achieved:

(1) NGOs will be encouraged to promote changes at the procedural level; therefore Local Public

Administrations will need to ensure good governance on the ongoing bases. For example: Local Public Administrations should always consult decisions with citizens before adopting them. Annually they need to elaborate a report on transparency in decision making process. Build or improve their web page to make public data more available.

(2) Providing NGOs with easy watch dog tools that they can use systematically. For example: every year, they can issue a shadow or alternative report on transparency in decision making.

(3) CPD will help NGOs to develop their organizational capacities so they will become more consolidated and viable.

(4) The project will end with a special module on watch dog projects and programs in order to ensure that NGOs have a long term vision on how they can continue their watch dog effort.

Capacity building and information activities and to design materials on gender equality and domestic violence

Among the main task of the project was to develop: Quality standards for assistance services to male, domestic violence perpetrators; Guidelines for mayors in assisting cases of domestic violence ;Guidelines for Local Public Authorities on implementation of the National Plan on Gender Equality. The project was supported financially by UNFPA Moldova.

Leadership Program for Rural Women in Moldova

A program implemented in partnership with Soros Foundation in Moldova aimed to encourage and develop leadership among rural women to successfully participate in the Local 2011 Elections. CPD provided practical training, consulting sessions and mentoring support for 60 women, most of which participated in the elections as candidates.
GLOSSARY
  • Analiză de gen - Studiul diferenţelor de condiţii, al nevoilor, al ratelor de participare, al accesului la resurse şi la dezvoltare, controlului asupra bunurilor, al puterii de decizie şi al imaginii între femei şi bărbaţi, în funcţie de rolurile desemnate de gen.
  • Aducerea dovezii - În domeniul egalităţii de tratament între femei şi bărbaţi, o directivă bazată pe jurisprudenţa Curţii de Justiţie a Comunităţii Europene prevede transferul de obligaţii de probatoriu între cele două părţi( reclamant şi acuzat). Dacă o persoană se consideră nedreptăţită prin ne aplicarea principiului egalităţii de tratament şi dacă există o prezumţie de discriminare, acuzatul trebuie să dovedească faptul că acest principiu nu a fost încălcat.
  • Capacitatea femeilor - Se realizează la nivel individual, printr-o cunoaştere de sine şi asumare a propriei persoane, la nivel de grup, prin afirmarea unei identităţi colective şi a unor acţiuni consecvente în scopul obţinerii controlului relaţiilor de putere în societate.
  • Abordarea integratore a principiului egalităţii de gen - Integrarea sistematică a unor condiţii, priorităţi şi nevoi specifice femeilor şi bărbaţilor în toate politicile, în vederea promovării egalităţii între femei şi bărbaţi, mobilizarea politicilor şi măsurilor generale avînd drept scop realizarea egalităţii, prin luarea în consideraţie, în etapa planificării, intr-un mod activ şi deschis, a efectelor acestor politici asupra situaţiei specifice femeilor şi bărbaţilor, în implementarea, monitorizare şi evaluare.
  • Bariere invizibile - Atitudini bazate pe prejudecăţi, norme şi valori tradiţionale care împiedică responsabilitatea / deplina participare a femeilor în societate.
Gender Statistics
  • Violenţa sexuală - Orice formă de violenţă prin folosirea sau ameninţarea cu folosirea forţei fizice sau emoţionale, incluzînd violul, maltratarea soţiei, hărţuirea sexuală, incestul şi pedofilia.
  • Violenţa domestică / în familie - Orice formă de violenţă fizică, psihologică sau sexuală, care pune în pericol siguranţa şi bunăstarea unui membru al familiei şi / sau recurgerea la forţa fizică ori emoţională, inclusiv violenţa sexuală, în cadrul familiei sau gospodăriei. Această noţiune include abuzul copilului, incestul, maltratarea soţiei şi orice abuz sexual sau de altă natură faţă de oricare membru al gospodăriei.
  • Trafic de carne vie - Trafic de fiinţe umane, în special de femei şi de copii, în scopul exploatării sexuale, obţinerii de mînă de lucru sau de sclavie
