Problem Statement:
 During local elections of 2007, issues like transparency and community participation were the subjects with the most interest for both political candidates and voters. This observation was made during an election monitoring project coordinated by the Center Partnership for Development (CPD). When CPD took a closer look at the data obtained from the monitoring, we identified that one of the most important issues for voters was the way public funds were spent by the Local Authorities. In spite of the promises for more transparency, most of the candidates could not give a clear vision on how they will ensure transparency of the budgetary process in their community. 
More than 2 years after the local elections, the situation regarding transparency and citizen’s participation did not improve. Both Local Public Administrations and citizens could not get from whishing more transparency to actually achieving it. Local Public Administration doesn’t have specific transparency procedures  and citizens are not vigilant enough to demand in a systematic manner of the administration they voted an increased level of transparency and open decision making process. The objective of this project is to create a framework; in which the above mentioned preconditions of transparency will be approached.   
 
Goal and objective:
 The goal of the project is to develop and implement an efficient community participation model  in 3 town cities of Moldova.
This will be achieved via:
1. Developing the capacity of 3 public administrations from 3 towns of Moldova in developing and implementing community participation model and promoting gender equality in their local policies.  
2. Increasing the level of knowledge of 60 community members from the 3 selected towns about the community participation model and develop their Watch Dog skills in order to ensure a right-based and citizen-inclusive governance. 
3. Raising the level of awareness of 6000 community members from 3 town cities about the community participation model. 
 
Outcomes:
1. Three Local Public Administrations from 3 town cities will develop and apply transparency procedures in their activity.
2. In all three selected communities there will be groups of active citizens that will know how to use transparency procedures and will serve as local watch-dog groups (approximate of 60 citizens). 
3. More than 6000 citizens from the selected communities will learn about the new transparency procedures and gender-inclusive approach to participation and governance.

Local Civic Initiative

The project aim was to expand capacities of both citizens’ groups to become more active in the local decision making process (participate at the local council meetings; participate in local planning for development, consulting local budget, etc). But also develop capacities within local public authorities to become more transparent and open to citizen’s participation. The project was conducted in Causeni and Stefan Voda Towns as was supported financially by Soros Foundation Moldova.

Empowering rural women in Moldova

A two year project (started in 2008) financed by the Oxfam Novib. In average 170 women from 20 communities participate in practical trainings and develop small community initiative involving 1200 community members. CPD will award 20 community projects averaging a budget up to 2000 EUROs witch will affect in a positive way 30% of the population from the selected communities.

Delivering on Gender Equality in elections

The general objective of the project was to promote gender equality within 2010 national elections and 2011 local elections in Moldova. Among main activities was to monitor election processes from gender perspective, produce intermediary and final monitoring reports. Along with this CPD encouraged local NGOs to develop and conduct community based campaign to increase voters’ participation in elections but also awareness on the importance of gender equality in elections. All projects were supported financially by the East European Foundation in Moldova.
GLOSSARY
  • Bariere invizibile - Atitudini bazate pe prejudecăţi, norme şi valori tradiţionale care împiedică responsabilitatea / deplina participare a femeilor în societate.
  • Abordarea integratore a principiului egalităţii de gen - Integrarea sistematică a unor condiţii, priorităţi şi nevoi specifice femeilor şi bărbaţilor în toate politicile, în vederea promovării egalităţii între femei şi bărbaţi, mobilizarea politicilor şi măsurilor generale avînd drept scop realizarea egalităţii, prin luarea în consideraţie, în etapa planificării, intr-un mod activ şi deschis, a efectelor acestor politici asupra situaţiei specifice femeilor şi bărbaţilor, în implementarea, monitorizare şi evaluare.
  • Capacitatea femeilor - Se realizează la nivel individual, printr-o cunoaştere de sine şi asumare a propriei persoane, la nivel de grup, prin afirmarea unei identităţi colective şi a unor acţiuni consecvente în scopul obţinerii controlului relaţiilor de putere în societate.
  • Aducerea dovezii - În domeniul egalităţii de tratament între femei şi bărbaţi, o directivă bazată pe jurisprudenţa Curţii de Justiţie a Comunităţii Europene prevede transferul de obligaţii de probatoriu între cele două părţi( reclamant şi acuzat). Dacă o persoană se consideră nedreptăţită prin ne aplicarea principiului egalităţii de tratament şi dacă există o prezumţie de discriminare, acuzatul trebuie să dovedească faptul că acest principiu nu a fost încălcat.
  • Analiză de gen - Studiul diferenţelor de condiţii, al nevoilor, al ratelor de participare, al accesului la resurse şi la dezvoltare, controlului asupra bunurilor, al puterii de decizie şi al imaginii între femei şi bărbaţi, în funcţie de rolurile desemnate de gen.
Gender Statistics
  • Violenţa domestică / în familie - Orice formă de violenţă fizică, psihologică sau sexuală, care pune în pericol siguranţa şi bunăstarea unui membru al familiei şi / sau recurgerea la forţa fizică ori emoţională, inclusiv violenţa sexuală, în cadrul familiei sau gospodăriei. Această noţiune include abuzul copilului, incestul, maltratarea soţiei şi orice abuz sexual sau de altă natură faţă de oricare membru al gospodăriei.
  • Trafic de carne vie - Trafic de fiinţe umane, în special de femei şi de copii, în scopul exploatării sexuale, obţinerii de mînă de lucru sau de sclavie
  • Violenţa sexuală - Orice formă de violenţă prin folosirea sau ameninţarea cu folosirea forţei fizice sau emoţionale, incluzînd violul, maltratarea soţiei, hărţuirea sexuală, incestul şi pedofilia.
