Empowering rural women in Moldova

Problem Statement: 
One of the perceptions of voters in Republic of Moldova is that political participation and engagement is mainly a men’s job. In 2006, CPD undertook a national representative pool (the Gender Barometer) to assess the level of gender stereotypes and attitudes. It shows that gender stereotyping is very strong. For example, 31, 5% of respondents (both men and women) preferred that in public life a man was more suitable to take the leadership position. These patterns were confirmed in other national opinion pool that CPD commissioned both in 2007 and 2009. Along with this women are less likely than men to have the freedom to reconcile work and family obligations with a political career. 
In the last 2007 local elections, CPD tried to measure the gender election gap, which is the difference between the percentage of women candidates and the percentage of women who actually were elected in to the local offices. The assumption was that in a gender sensitive election process, the percentage of women candidates will be equal to that of the elected women. As it turned out, the gender election gap for mayors was – 5, 5%, for local councilpersons – 8,1% and for regional councilpersons -20%. 
Since women are less represented within the formal structures of power, their interests and perspectives tend to be neglected or little considered when relevant decisions are taken. The community management and development is at its best gender blind. Community resources are allocated mainly through a male perspective: fixing the public roads, subsidies for male dominated agricultural business, public works with little consideration to gender needs.
 
Goal and objectives:
 
The project aimed to provide women from more than 20 rural communities of Moldova with the opportunity to develop their civic leadership skills and encourage their participation within their community. 
The project addressed a fundamental problem for women in rural Moldova – their chronic under representation from the community decision making process. Women’s under presentation comes in many forms and is caused by several bottlenecks.
 
Outcomes:
 
At least 196 women from selected communities have developed leadership skills and are able and willing to participate in public life.
At least 1400 people are directly involved in or influenced by the project implementation for the benefit of the community.
Civil society has developed in a firm and sustainable way: community groups are operational and capable. At least 8 of them have registered as NGOs.
20 rural communities enjoyed small projects which benefit them according to their needs. 
As a result of accomplished projects in the 20 communities, at least 30% of the population (13 500) will benefit from the project outcomes.

Promoting Gender Equality and Good Governance at the Local Level

CPD worked with 3 towns in Moldova (Calarasi, Riscani and Drochia) to develop capacities for good governance and gender equality. CPD helped local authorities to develop internal procedures on good governance, trained local staff and provided support in developing transparency tools such as web pages, data bases for petitions. The project was supported financially by Balkan Trust for Democracy.

Local Civic Initiative

The project aim was to expand capacities of both citizens’ groups to become more active in the local decision making process (participate at the local council meetings; participate in local planning for development, consulting local budget, etc). But also develop capacities within local public authorities to become more transparent and open to citizen’s participation. The project was conducted in Causeni and Stefan Voda Towns as was supported financially by Soros Foundation Moldova.

Delivering on Gender Equality in elections

The general objective of the project was to promote gender equality within 2010 national elections and 2011 local elections in Moldova. Among main activities was to monitor election processes from gender perspective, produce intermediary and final monitoring reports. Along with this CPD encouraged local NGOs to develop and conduct community based campaign to increase voters’ participation in elections but also awareness on the importance of gender equality in elections. All projects were supported financially by the East European Foundation in Moldova.
GLOSSARY
  • Aducerea dovezii - În domeniul egalităţii de tratament între femei şi bărbaţi, o directivă bazată pe jurisprudenţa Curţii de Justiţie a Comunităţii Europene prevede transferul de obligaţii de probatoriu între cele două părţi( reclamant şi acuzat). Dacă o persoană se consideră nedreptăţită prin ne aplicarea principiului egalităţii de tratament şi dacă există o prezumţie de discriminare, acuzatul trebuie să dovedească faptul că acest principiu nu a fost încălcat.
  • Analiză de gen - Studiul diferenţelor de condiţii, al nevoilor, al ratelor de participare, al accesului la resurse şi la dezvoltare, controlului asupra bunurilor, al puterii de decizie şi al imaginii între femei şi bărbaţi, în funcţie de rolurile desemnate de gen.
  • Capacitatea femeilor - Se realizează la nivel individual, printr-o cunoaştere de sine şi asumare a propriei persoane, la nivel de grup, prin afirmarea unei identităţi colective şi a unor acţiuni consecvente în scopul obţinerii controlului relaţiilor de putere în societate.
  • Abordarea integratore a principiului egalităţii de gen - Integrarea sistematică a unor condiţii, priorităţi şi nevoi specifice femeilor şi bărbaţilor în toate politicile, în vederea promovării egalităţii între femei şi bărbaţi, mobilizarea politicilor şi măsurilor generale avînd drept scop realizarea egalităţii, prin luarea în consideraţie, în etapa planificării, intr-un mod activ şi deschis, a efectelor acestor politici asupra situaţiei specifice femeilor şi bărbaţilor, în implementarea, monitorizare şi evaluare.
  • Bariere invizibile - Atitudini bazate pe prejudecăţi, norme şi valori tradiţionale care împiedică responsabilitatea / deplina participare a femeilor în societate.
Gender Statistics
  • Violenţa domestică / în familie - Orice formă de violenţă fizică, psihologică sau sexuală, care pune în pericol siguranţa şi bunăstarea unui membru al familiei şi / sau recurgerea la forţa fizică ori emoţională, inclusiv violenţa sexuală, în cadrul familiei sau gospodăriei. Această noţiune include abuzul copilului, incestul, maltratarea soţiei şi orice abuz sexual sau de altă natură faţă de oricare membru al gospodăriei.
  • Trafic de carne vie - Trafic de fiinţe umane, în special de femei şi de copii, în scopul exploatării sexuale, obţinerii de mînă de lucru sau de sclavie
  • Violenţa sexuală - Orice formă de violenţă prin folosirea sau ameninţarea cu folosirea forţei fizice sau emoţionale, incluzînd violul, maltratarea soţiei, hărţuirea sexuală, incestul şi pedofilia.
