Delivering on Gender Equality in elections

Project Name: “Delivering on Gender Equality in Elections”

Problem Statement:
In 2006, the Parliament adopted the law on equal opportunities between women and men, the law contains rules to promote / provide equal opportunities in the electoral process, as well. Thus, the law requires that the major electoral actors (political parties, media institutions, electoral institutions) to ensure the principle of equal opportunities for women and men in the electoral process. The monitoring processed developed  by CPD within local elections in 2007 and the parliamentary elections in 2009 from the gender perspective, showed that the law mentioned above did not contribute significantly to the insurance of equal opportunities in the electoral process and the candidates have largely ignored the provisions of law . For example, after three years of the draft law, the percentage of women candidates in parliamentary elections in 2009 was less than one in 2005 (28.5% and 29%).
Beneficiaries: Training and information activities (seminars, trainings, workshops, competitions, etc..) were attended by 2000 participants, of whom 1372 women and 628 men. Street activities, information campaigns "from door to door" and other local mobilization actions involved about 9,200 people.
 
Goal and Objectives: 
The project aims to contribute to the fulfillment and promotion of equal opportunities in the parliamentary elections of 2009 and 2010.
 
Objective 1. Determine the political parties and media outlets that will be engaged in promoting active principles of equal opportunities and gender equality in the electoral process.
 
Objective 2. Developing the internal capacities of political parties to include gender in electoral bids and actively promoting equal opportunities in the election process (conducted in 2009 with the support of FSM in 2010 with support FEE).
 
Objective 3. Increasing awareness of citizens entitled to vote on the importance of gender issues in the election process (platform and promote gender-sensitive women on electoral lists of political parties). (Supported by FSM in 2009 and 2010 with support FEE)
 
Objective 4. To monitor and evaluate the elections from 2009 and 2010, in terms of gender.
 
Results:
 
Cumulatively, 77% of the planned goal and objectives of the project have been achieved. Objective (1) was achieved in 60%. Objective (2) was achieved in 80%, objective (3) was achieved in 70% and objective (4) was achieved in 100%, and the project generally has a success rate of 70%.
 
 Project’s activities have contributed to greater visibility of gender as intrinsic principle of a free and fair electoral process. Although we cannot support that project’s activities have caused electoral actors to significantly attribute more importance to the principle of equal opportunities, but we consider that they get more sensitive to this issue. This was demonstrated by the fact that several parties in the electoral platform included women or specific provisions made reference to the principle of equal opportunities. In 2010, PLDM proposed as legislative initiative to introduce a quota representation on candidates’ lists. CEC included (at the insistence CPD) gender equality, as a principle to be respected when adopted the guide concerning the elections.

Promoting Gender Equality and Good Governance at the Local Level

CPD worked with 3 towns in Moldova (Calarasi, Riscani and Drochia) to develop capacities for good governance and gender equality. CPD helped local authorities to develop internal procedures on good governance, trained local staff and provided support in developing transparency tools such as web pages, data bases for petitions. The project was supported financially by Balkan Trust for Democracy.

Local Civic Initiative

The project aim was to expand capacities of both citizens’ groups to become more active in the local decision making process (participate at the local council meetings; participate in local planning for development, consulting local budget, etc). But also develop capacities within local public authorities to become more transparent and open to citizen’s participation. The project was conducted in Causeni and Stefan Voda Towns as was supported financially by Soros Foundation Moldova.

Empowering rural women in Moldova

A two year project (started in 2008) financed by the Oxfam Novib. In average 170 women from 20 communities participate in practical trainings and develop small community initiative involving 1200 community members. CPD will award 20 community projects averaging a budget up to 2000 EUROs witch will affect in a positive way 30% of the population from the selected communities.
GLOSSARY
  • Abordarea integratore a principiului egalităţii de gen - Integrarea sistematică a unor condiţii, priorităţi şi nevoi specifice femeilor şi bărbaţilor în toate politicile, în vederea promovării egalităţii între femei şi bărbaţi, mobilizarea politicilor şi măsurilor generale avînd drept scop realizarea egalităţii, prin luarea în consideraţie, în etapa planificării, intr-un mod activ şi deschis, a efectelor acestor politici asupra situaţiei specifice femeilor şi bărbaţilor, în implementarea, monitorizare şi evaluare.
  • Capacitatea femeilor - Se realizează la nivel individual, printr-o cunoaştere de sine şi asumare a propriei persoane, la nivel de grup, prin afirmarea unei identităţi colective şi a unor acţiuni consecvente în scopul obţinerii controlului relaţiilor de putere în societate.
  • Bariere invizibile - Atitudini bazate pe prejudecăţi, norme şi valori tradiţionale care împiedică responsabilitatea / deplina participare a femeilor în societate.
  • Aducerea dovezii - În domeniul egalităţii de tratament între femei şi bărbaţi, o directivă bazată pe jurisprudenţa Curţii de Justiţie a Comunităţii Europene prevede transferul de obligaţii de probatoriu între cele două părţi( reclamant şi acuzat). Dacă o persoană se consideră nedreptăţită prin ne aplicarea principiului egalităţii de tratament şi dacă există o prezumţie de discriminare, acuzatul trebuie să dovedească faptul că acest principiu nu a fost încălcat.
  • Analiză de gen - Studiul diferenţelor de condiţii, al nevoilor, al ratelor de participare, al accesului la resurse şi la dezvoltare, controlului asupra bunurilor, al puterii de decizie şi al imaginii între femei şi bărbaţi, în funcţie de rolurile desemnate de gen.
Gender Statistics
  • Trafic de carne vie - Trafic de fiinţe umane, în special de femei şi de copii, în scopul exploatării sexuale, obţinerii de mînă de lucru sau de sclavie
  • Violenţa sexuală - Orice formă de violenţă prin folosirea sau ameninţarea cu folosirea forţei fizice sau emoţionale, incluzînd violul, maltratarea soţiei, hărţuirea sexuală, incestul şi pedofilia.
  • Violenţa domestică / în familie - Orice formă de violenţă fizică, psihologică sau sexuală, care pune în pericol siguranţa şi bunăstarea unui membru al familiei şi / sau recurgerea la forţa fizică ori emoţională, inclusiv violenţa sexuală, în cadrul familiei sau gospodăriei. Această noţiune include abuzul copilului, incestul, maltratarea soţiei şi orice abuz sexual sau de altă natură faţă de oricare membru al gospodăriei.
