Target Group/Direct Beneficiaries: Local Public Authotities members of Cauşeni and Ştefan Vodă town, NGO members. 
Indirect Beneficiaries: Active citizens of Căuşeni and Ştefan Vodă town. 
 
Problem Statement: During local elections of 2007, issues like transparency and community participation were the subjects with the most interest for both political candidates and voters. This observation was made during an election monitoring project coordinated by the Center Partnership for Development (CPD). When CPD took a closer look at the data obtained from the monitoring, we identified that most of all voters were concerned about the way public funds were spent by the Local Authorities. In spite of the promises, most of the candidates could not give a clear vision on how they will ensure transparency of the budgetary process in their community. 
More than a year after the local elections, the situation regarding transparency of the budgetary process did not improve. Both Local Public Administrations and citizens could not get from wishing to actually doing. Local Public Administration doesn’t have specific transparency procedures and citizens are not vigilant enough of the administration they voted. The objective of this project is to create a framework, in which the above mentioned preconditions of transparency will be approached.   
Along with the principle of transparency, budgetary process should integrate gender dimension. Local Public Administrations manage projects on community development, administer local taxes, hire personnel and provide various services to community members. Local Administrations should ensure that both women and men equally benefit from their activity. The experience of other countries and communities shows that gender budgeting proved to be a very useful tool in doing this. The project will try to identify ways in which Local Administration of Causeni can make gender budgeting become reality. 
 
 
Goal and objectives:
 
Goal: To encourage civic participation within decision making process at the local level and the budgetary process of Causeni town. 
 
Objective 1: To make decision makers from Causeni more accountable by encouraging community civic groups to monitor their activity regarding budgetary process. 
Objective 2: To foster and develop watch-dog competences within civic society of Causeni town. 
Objective 3: To create awareness and expertise within Local Public Administration of Causeni in regard to gender mainstreams and gender budgeting. 
 
Impact and expected results:
1. Local Public Administration will approve procedures to ensure greater transparency of the budgetary process.
Indicators: Number of documents/recommendations prepared by the civic group. Number of documents/recommendations approved by the Local Administration. How the procedures are implemented. 
 
2. The project will foster civic participation of the citizens and will develop their abilities to monitor the activity of local public administration. 
Indicators: Number of members of the civic group. How their abilities developed (to be measured via questionnaires). Number of the citizens involved in the activities of the project. Number of activities realized by the civic group.
 
3. Local Public Administration will develop procedures to promote gender equality within their activities. 
Indicators: Number of documents/recommendations prepared by the civic group. Number of documents/recommendations approved by the Local Administration. How the procedures are implemented.

Promoting Gender Equality and Good Governance at the Local Level

CPD worked with 3 towns in Moldova (Calarasi, Riscani and Drochia) to develop capacities for good governance and gender equality. CPD helped local authorities to develop internal procedures on good governance, trained local staff and provided support in developing transparency tools such as web pages, data bases for petitions. The project was supported financially by Balkan Trust for Democracy.

Empowering rural women in Moldova

A two year project (started in 2008) financed by the Oxfam Novib. In average 170 women from 20 communities participate in practical trainings and develop small community initiative involving 1200 community members. CPD will award 20 community projects averaging a budget up to 2000 EUROs witch will affect in a positive way 30% of the population from the selected communities.

Delivering on Gender Equality in elections

The general objective of the project was to promote gender equality within 2010 national elections and 2011 local elections in Moldova. Among main activities was to monitor election processes from gender perspective, produce intermediary and final monitoring reports. Along with this CPD encouraged local NGOs to develop and conduct community based campaign to increase voters’ participation in elections but also awareness on the importance of gender equality in elections. All projects were supported financially by the East European Foundation in Moldova.
GLOSSARY
  • Analiză de gen - Studiul diferenţelor de condiţii, al nevoilor, al ratelor de participare, al accesului la resurse şi la dezvoltare, controlului asupra bunurilor, al puterii de decizie şi al imaginii între femei şi bărbaţi, în funcţie de rolurile desemnate de gen.
  • Bariere invizibile - Atitudini bazate pe prejudecăţi, norme şi valori tradiţionale care împiedică responsabilitatea / deplina participare a femeilor în societate.
  • Abordarea integratore a principiului egalităţii de gen - Integrarea sistematică a unor condiţii, priorităţi şi nevoi specifice femeilor şi bărbaţilor în toate politicile, în vederea promovării egalităţii între femei şi bărbaţi, mobilizarea politicilor şi măsurilor generale avînd drept scop realizarea egalităţii, prin luarea în consideraţie, în etapa planificării, intr-un mod activ şi deschis, a efectelor acestor politici asupra situaţiei specifice femeilor şi bărbaţilor, în implementarea, monitorizare şi evaluare.
  • Aducerea dovezii - În domeniul egalităţii de tratament între femei şi bărbaţi, o directivă bazată pe jurisprudenţa Curţii de Justiţie a Comunităţii Europene prevede transferul de obligaţii de probatoriu între cele două părţi( reclamant şi acuzat). Dacă o persoană se consideră nedreptăţită prin ne aplicarea principiului egalităţii de tratament şi dacă există o prezumţie de discriminare, acuzatul trebuie să dovedească faptul că acest principiu nu a fost încălcat.
  • Capacitatea femeilor - Se realizează la nivel individual, printr-o cunoaştere de sine şi asumare a propriei persoane, la nivel de grup, prin afirmarea unei identităţi colective şi a unor acţiuni consecvente în scopul obţinerii controlului relaţiilor de putere în societate.
Gender Statistics
  • Violenţa sexuală - Orice formă de violenţă prin folosirea sau ameninţarea cu folosirea forţei fizice sau emoţionale, incluzînd violul, maltratarea soţiei, hărţuirea sexuală, incestul şi pedofilia.
  • Trafic de carne vie - Trafic de fiinţe umane, în special de femei şi de copii, în scopul exploatării sexuale, obţinerii de mînă de lucru sau de sclavie
  • Violenţa domestică / în familie - Orice formă de violenţă fizică, psihologică sau sexuală, care pune în pericol siguranţa şi bunăstarea unui membru al familiei şi / sau recurgerea la forţa fizică ori emoţională, inclusiv violenţa sexuală, în cadrul familiei sau gospodăriei. Această noţiune include abuzul copilului, incestul, maltratarea soţiei şi orice abuz sexual sau de altă natură faţă de oricare membru al gospodăriei.
